Dr. Chun has over three decades of ICT experience. He is currently an Associate Professor at the Dept of Computer Science. From 2009-2015, he was the Chief Information Officer (CIO) for CityU. As CIO, Dr. Chun provided leadership for the University's Central IT organization and was responsible for defining the University's ICT strategies. During his tenure as CIO, he successfully transformed the University to be one of the most innovative and technology-progressive in this region, receiving numerous international awards and recognitions. Dr. Chun was named one of the worldwide 2013 Computerworld Premier 100 IT Leaders, the 2012 Hong Kong CIO of the Year for medium enterprises, and one of the 2010 Top 5 CIOs in Greater China.

Dr. Chun is also a pioneer in Artificial Intelligence (AI), focusing on the use of AI for enterprise optimization. He has been honored with numerous ICT awards for his AI work, including the Innovative Applications of Artificial Intelligence (IAAI) Awards from the Association for the Advancement of Artificial Intelligence (AAAI), the Asia-Pacific ICT Award (APICTA), and the IT Excellence Award from the HK Computer Society. In 2009, the HK Computer Society honored Dr. Chun with two Outstanding IT Achiever Awards (OITAA) - one for research excellence and another for IT professional excellence.

Since 2012, Dr. Chun has been a member of the HK Government's Digital 21 Strategy Advisory Committee. Dr. Chun holds a B.Sc. from the Illinois Institute of Technology and an M.Sc. and a Ph.D. in electrical engineering from the University of Illinois at Urbana-Champaign.

  • 2014 "Asia Pacific Information Communications Technology Awards (Government and Public Sector Award)" APICTA. MTR's "An Integrated System for Engineering Works Management" project received the merit award. Dr. Chun designed the AI Engine used in this project. The award ceremeony took place on 30 Nov 2014 in Jakarta, Indonesia. In total, there were 183 nominations from 17 countries in the Asia Pacific region. [news]
  • 2014 "Hong Kong ICT Award" Office of the Government Chief Information Officer. Established in 2006, the HKICT Awards recognizes outstanding ICT inventions and applications. In 2014, the MTR, PCCW, and CityU team won the Gold and Grand Prizes in the Best Business Solution (Application) Award category with "An Integrated System for Engineering Works Management" project. The next-generation redesigned system schedules and manages all engineering works for all railways in Hong Kong. This award honors outstanding applications developed in Hong Kong that provides competitive advantages as well as exemplar use of information technology. [news]

The Premier 100 program was created in 2000 to spotlight individuals who have had a positive impact on their organizations through technology.
